Description

A new exploration of the impacts of Arctic regimes in such vital areas as pollution, biodiversity, indigenous affairs, health and climate change. The post-Cold War era has seen an upsurge in interest in Arctic affairs. With new international regimes targeting Arctic issues at both the global and regional levels, the Northern areas seem set to play an increasingly prominent role in the domestic and foreign policies of the Arctic states and actors - not least Russia, the USA and the EU. This volume clearly distinguishes between three key kinds of impact: * effectiveness, defined as mitigation or removal of specific problems addressed by a regime * political mobilization, highlighting changes in the pattern of involvement and influence in decision making on Arctic affairs * region building, understood as contributions by Arctic institutions to denser interactive or discursive connectedness among the inhabitants of the region. Empirically, the main focus is on three institutions: the Arctic Council, the Barents Euro-Arctic Region and the Council of the Baltic Sea States. International Cooperation and Arctic Governance is essential reading for all students with an interest in Arctic affairs and their impact on global society.

Description

Excerpt from d104-Book on Practical Astronomy The purpose of this volume is to furnish atext in Practical Astronomy especially adapted to the needs of civil-engineering students who can devote but little time to the subject, and who are not likely to take up advanced study of Astronomy. The text} deals chiefly with'the class of observations which can be made with surveying instruments, the methods applicable to astronomical and geodetic instruments being treated but briefly. It has been the author's intention to produce a book which is intermediate between the text-book written for the student of Astronomy or Geodesy and the short chapter on the subject generally given in text-books on Surveying. The subject has therefore been treated from the standpoint of the engineer, who is interested chiefly in obtaining results, and those refinements have been omitted which are beyond the requirements of the work which can be performed with the engineer's transit. This has led to the introduction of some rather crude mathematical processes, but it is hoped that these are presented in such a way as to aid the student in gaining a clearer conception of the prob lem without conveying wrong notions as to when such short-cut methods can properly be applied. The elementary principles have been treated rather elaborately but with a view to making these principles clear rather than to the introduction of refine ments. Much space has been devoted to the Measurement of Time because this subject seems to cause the student more difficulty than any other branch of Practical Astronomy. The attempt has been made to arrange the text so that it will be a convenient reference book for the engineer who is doing field work. Description

This book confronts one of the most enduring and controversial issues in education - the nexus between poverty and underachievement. The topic has become a key contemporary battleground in the struggle to raise standards. Living on the Edge maps and compares a number of competing explanations, critiques inadequate and deficit accounts, and offers a more convincing and useful theory. The authors challenge the view that problems can be fixed by discrete initiatives, which in many instances are deeply rooted in deficit views of youth, families and communities. The book systematically interrogates a range of explanations based outside as well as inside schools. It draws upon positive examples of schools which are succeeding in engaging marginalized young people, providing worthwhile forms of learning, and improving young lives. It is a `must read' for anyone concerned about or implicated in the struggle for more socially just forms of education.

Description

" The federal government spends billions of dollars on information technology (IT) each year, with such investments accounting for at least $79 billion in fiscal year 2011. Given the size of these investments, it is important that federal agencies avoid duplicative investments when possible to ensure the most efficient use of resources. GAO has previously reported on initiatives under way to address potentially duplicative IT investments-i.e., investments providing similar functions across the government. GAO was asked to review the extent to which potentially duplicative IT investments exist within three categories at selected agencies (the Departments of Defense (DOD), Energy (DOE), and Homeland Security (DHS)) and actions these agencies are taking to address them. To accomplish this, GAO analyzed budget data on agency IT investments, reviewed agency information related to efforts to address duplication, and interviewed agency officials. "

Description

Nearly all information about the Universe comes from the study of light as it reaches us. However, understanding the information contained in this light requires both telescopes capable of resolving it into its component colours and a detailed knowledge of the quantum mechanical behaviour of atoms and molecules. This book, which is based on a third-year undergraduate course taught by the author at University College London, presents the basic atomic and molecular physics necessary to understand and interpret astronomical spectra. It explains how and what kind of information can be extracted from these spectra. Contemporary astronomical spectra are used extensively to study the underlying atomic physics and illustrate the results.

Description

Laban's The Mastery of Movement on the Stage, first published in 1950, quickly came to be accepted as the standard work on his conception of human move-ment. When he died, Laban was in the process of preparing a new edition of the book, and so for some time after his death it was out of print. That a second edition appeared was solely due to the efforts of Lisa Ullmann, who, better than any other person, was aware of the changes that Laban had intended to make. The rather broader treatment of the subject made advis-able the change of title, for it was recognised that the book would appeal to all who seek to understand movement as a force in life. In this fourth edition Lisa Ullmann has taken the opportunity to make margin annotations to indicate the subject matter referred to in a particular section of the text, so that specified topics may be easily found. Kinetograms have been added to most of the examples in Chapters 2 and 3, as Laban originally intended, for the growing number of people who read and write movement notation. Lisa Ullmann has also compiled an Appendix on the the structure of effort, drawing largely on material from an unpublished book by Laban. The relationship between the inner motivation of movement and the outer functioning of the body is explored. Acting and dancing are shown as activities deeply concerned with man's urge to establish values and meanings. The student is introduced to basic principles underlying movement expres-sion and experience and the numerous exercises are intended to challenge his or her intellectual, emotional and physical responses. The many descrip-tions of movement scenes and mine-dances are designed to stimulate penetra-tion into man's inner life from where movement and action originate.

Description

In 1795 Immanuel Kant published an essay entitled "Toward Perpetual Peace: A Philosophical Sketch." The immediate occasion for the essay was the March 1795 signing of the Treaty of Basel by Prussia and revolutionary France, which Kant condemned as only "the suspension of hostilities, not a peace." In the essay, Kant argues that it is humankind's immediate duty to solve the problem of violence and enter into the cosmopolitan ideal of a universal community of all peoples governed by the rule of law.The essay's two-hundredth anniversary, 1995, also marked the fiftieth anniversary of the end of World War II and of the establishment of the Charter of the United Nations. The essays in this volume were written for a conference held in Frankfurt in May 1995 to commemorate these three anniversaries. Together, the authors argue for the continued theoretical and practical relevance of the cosmopolitan ideals of Kant's essay. They also show that history has both confirmed and outstripped Kant's prognoses. As recent events have shown, we certainly have not emerged from the violence of the state of nature. Accelerating globalization also gives these reconstructions and reappraisals of Kant's cosmopolitan ideal a new urgency.Contributors : Karl-Otto Apel, Kenneth Baynes, James Bohman, Jurgen Habermas, David Held, Axel Honneth, Matthias Lutz-Bachmann, Thomas McCarthy, Martha Nussbaum.

Description

While traveling the world in order to write her award winning book Wild, Jay Griffiths became increasingly aware of the huge differences in how childhood is experienced in various cultures. One central riddle, in particular captured her imagination: why are so many children in Euro-American cultures unhappy - and why is it that children in traditional cultures seem happier? In A Country Called Childhood, Griffiths seeks to discover why we deny our children the freedoms of space, time and the natural world. Visiting communities as far apart as West Papua and the Arctic as well as the UK, and delving into history, philosophy, language and literature, she explores how children's affinity for nature is an essential and universal element of childhood. It is a journey deep into the heart of what it means to be a child, and it is central to all our experiences, young and old.
